An annoying program from a scammer

I had a scammer try to send a program onto my computer. It was my fault for messing with the program and I’m not a tech savvy person. It’s a file that doesn’t seem to work, but I’m worried to delete or mess with it because it says it’s bound to system 32. This is the exact text that pops up with the error, and it happens every time I boot my computer, forcing all other programs to close.

A pop up appears asking if I want to allow this app to make changes to my device, and this is the file name.

Can I just go hunt that file down and delete it? I don’t want to brick my computer by accidentally taking out system 32.
