Hard skin around piercing?

Heyy, does anyone know why this is happening? I’ve had my eyebrow pierced before and it was fine, I got it re pierced in the same spot about a month ago and the skin is really solid around it and painful. I don’t think the bar is too short because you can see it. I do think this started when I knocked it but it hasn’t gone away since? Any advice? I don’t think it’s infected either I’m just confused
