Okay I am confused, which POE1 league should I play now if I don't have a lot of time?

Long time POE1 enjoyer. I could not commit a lot of time to play POE than I would like to. I play about 3-4 hours a week, so I absolutely want to trade to obtain key items faster.

Now we have Settler, Necro Settler and a private Phox leagues. Never played a private league before so wasn't sure if trade is enabled AND there will be sizable online population selling (unlike the standard league). I might try Ice Nova Hierophant since there is some hype around it.

So, if I want to get my character up and running quickly (T16 8 mod viable) with 3-4 hours per week of commitment, what league should I play?
