Becoming administrator/executor of deceased sister

My sister passed away a few months ago, and I was tasked with handling the estate. There was no will found, and as far as we know there aren't many, if any, assets to take care of.

I live out of the state where she died (she was in PA), and I am getting information by filling out forms, getting rejected, and trying to use their rejection information as guidance. The latest information I gathered was that I had to have any other relatives individually sign and notarize that they do not plan on contesting my attempt to become the executor. This seems silly to me because they will have to pay out-of-pocket for a notary when we don't believe there is any money to reimburse them. Her kids, siblings, and our parents would all have to sign? That doesn't make sense.

Am I going about this all wrong?
