What legendary Effect Should I use on my Fixer?

I don’t know what to put for my 2nd and 3rd star effect. My first star is Bloodied, though it’s either between Vital or VATS Enhanced for the 2nd star. And for the 3rd star it’s between Lucky or VATS Optimized. What would guy guys recommend?
