Lived 16 years at apartment, new manager wants to charge monthly pet fees

I live in Los Angeles at the same apartment for 16 years. My carpet is 16 years old, cheap carpet would last 2 to 3 years normally. I have 2 small dogs and have gone through 5 management changes but same owner. New manager wants to charge $50 for each dog. $35 for a cat. My question is is this legal to do on a 16 year old carpet. I understand if new or somewhat new but seems like he is trying to push old renters (cheaper rent) out for new tenants paying $500+ more. Any advice would be great
