How to make a form-fillable PDF character sheet?

I have been working on the character sheet for my game for a while and it has a very specific look and layout, and I'm trying to figure out how to create a fillable PDF for my players that mimics the style and look.

I have spent the last 15 minutes Googling it and don't really feel any the wiser but it seems like the consensus is that Acrobat is the most robust tool. Is there a better/easier/cheaper way to do this, or should I start the trial and use Acrobat?
