Are Pikachu packs just regularly awful?

I’m paying for the subscription. I’m pulling 2-3 packs daily and been trying my luck to get the rainbow card Zapdos for weeks now before the new set comes out. Still no luck but, what I have noticed is how unrewarding Pikachu packs are compared to Mewtwo or Mythical Island. Is it just me and my luck? Or anyone else notice this?
