Are there a lot of homeless people in Oshkosh?

I'm from Madison and there is sort of a homeless problem there. Like if you try walking down Madison downtown, or even going grocery shopping in Madison, you are pretty darn likely to be stopped by multiple homeless people.

Is it similar in Oshkosh, especially downtown Oshkosh?
