Should Cops be allowed to do this?

Cops have a standoff with a suspect they've hunted for weeks, He finally gives up & comes out hands up following the instructions. He lays flat & Places hands behind his back. You have Cops covering the officers going in to Cuff the suspect. As they reach the Suspect one of the Cops does a full wind-up & kicks the suspect as hard as he can in his eye while wearing Steel toe Boots. They use the Cuffs of the Cop he killed to Arrest him & they made a point to make them so tight that you couldn't even Click one more time. Once Cuffed the 4-5Cops over him chose to kick him in his Face/Head for about 10-15 Seconds before getting him on his feet & placing him in the Car... When he arrived to Homicide Interrogation room his Eyeball was actually missing a Chunk of the White & it was Bulging from the Socket. Now when it comes to the Cuffs, he continued to ask every officer who came into the Interrogation Room "Can somebody please loosen these Cuffs, They can stay on but please loosen them cuz I can't feel my hands" but each Cop said "I don't have a Key to those" while laughing. The interrogation room door was kept open & no less than 15 Cops entered to Room & they actually had their photo taken with the Suspect. After 1hr 36min the Detectives entered to interview him & he told them "I'll talk with y'all but I need the Cuffs Loosened & my Eye looked at" but they made it a big joke by saying "Stop being a Baby , Your eye has just a scratch, your lip is a little Swollen, & the Cuffs are fine as you see 2 fingers can fit inside them"..... He definitely needed medical attention & he told them "Let's get that Handled & I'll Confess but if ya cant help with that we are done talking"..... They ended the interrogation & 50min later he asked "I need these Cuffs Loosened" but with a Chuckle they said "We're looking for the keys now"..... The Cuffs were actually the Cuffs of the Killed Officer & they all can be heard saying "Keep Telling him we can't find the Keys"...... Later when he arrived to the Hospital still wearing the Cuffs the Medical Staff said "Can we get these Cuffs off?" Which they can be heard whispering "These are the cuffs of the Cop he killed, So we are wanting him to stay uncomfortable" Medical Responded with "This is a hospital we aren't here to make people uncomfortable or cause pain, These Cuffs shouldn't ever be this tight & they should have been loosened or taken off a long time ago because we see his arrest time on the paperwork & With the time now he has been wearing Cuffs for just shy of 5hrs at the tightest"the Cop got extremely angry with the Doctor in Charge & said "This guy killed a Fellow Cop, To be honest I wouldn't even bring him here but the jail won't accept him without a Doctor giving the OK, He doesn't deserve a Checkup at all. I couldn't care less about his Little Boo Boos".... The Doctor immediately clapped back saying "Boo Boo? You guys brought him here missing a Chunk of his Eye Ball & hands will no Circulation & he will be lucky if he leaves here with his hands, So I really don't need to hear your jokes about the Patient especially since he hasn't been found Guilty yet, So I'm definitely Reporting what I've seen here tonight because this is just insanely Negligent from Top to bottom"........ The guy in custody lost his Entire Eyeball & he had to have 3 fingers On one hand Removed & 1 finger removed on the other hand because of Lack of Blood flow due to the Cuffs being incredibly Tight for 5+ Hours....... He was found Guilty & placed on Death Row for 2 Murders & Death of Fetus
