How can I get a chargeback?

I am still currently waiting for a response from Miyoho about my account and it has been about 22 days now since I sent the form. I spent roughly $2000 CAD on my account and am really considering doing a chargeback, however, since the hacker not only got my Genshin but my Epic Games (Which I got back) and my PayPal, which is connected to many of my cards and bank, I had to cancel all the cards and get new ones. How would I go about getting a chargeback if the cards that are now cancelled and the PayPal that is now unavailable? Should I wait for any kind of response before doing so?
