fix for delayed sluggish PC gameplay

Has anyone been able to find a consistent solution for this hellish gameplay im experiencing on PC? All solutions i find on reddit are 2 months old or dont work anymore. My PC is more than better to run this game smoothly and im starting to get annoyed by this problem.
