strange circle on skin?

So, i noticed this near perfect circle on my thigh tonight. It appears that a second one is forming as well. I’m not sure if this is at all related, but I have been getting these extremely tiny red dots all over my skin for the past month or so and are slowly appearing in different spots. Any thoughts are appreciated!
