Framerate caps not working + hz problem. Game is choppy

The game is very choppy, and i think it's because the game is set at 60hz now for some reason when capped fps is enable. Problem happened after the update.

Nvidia settings is set to 144hz. Vsync off. Tried turning it off on and on, did not work.

Framerate caps do not work for me anymore. Usually i cap it to 90. Fps goes above every cap available in the options.

The only thing that works is setting the framerate to "unlimited", which I don't want to do as my pc instantly prepares for takeoff.

I do have another monitor at 60hz.

Tried verifying files, but did not work.

Does anyone else have this problem, or know how to fix it?
