How to repair flaking leather?

I have a coat from L. L. Bean that is otherwise great quality and has lasted me for 7ish years now but the leather on these closures is flaking off. I know L.L. Bean used to have a lifetime guarantee but I don't have a receipt as this coat was a gift from my now deceased grandfather. I've contacted them anyway to see how it goes.

Aside from that is there another way to have this repaired? I wouldn't think I can just take it to a tailor, should I look for a specific type of crafts person who can do it? And I am located in Dublin Ireland now if anyone has recommendations. Thanks!
