Stepping up a level

I'm a freelancer at the moment, yet I want to use the places I did assignments at and my contacts to create something bigger. I want to provide assignments for other freelancers in a way which is most suitable for them. (In my industrial field anyway)

I have my VAT number, yet I feel like I would need a BV for this. Should I keep both (the one-man business and the BV) once I aquire it?

The rough plan is to either have a person with HR experience to act like a spokesperson and maybe get some leads on both sides. Yet I kind of would prefer them to also be freelance, as there would be an imbalance in the business especially if I didn't maintain the one-man business.

What are your thoughts? How could I find the right person?

I myself need an intermediate, as I can't work full time. The wages I received always revolved around 40-42, 43 when I pushed, more recent 45. Although I could have gone for higher profiles, which would have landed me 50. So to me it seems easier to differentiate, as there are a lot of these firms who have little to offer with recruiters trying to mismatch you with an assignment. I would like to build something I'm in need of myself.
