My husband just got into a car accident without health insurance

I'm really desperate for some help and advice right now given the circumstance.

Earlier today my husband's uber got T-boned and luckily the airbag deployed so he's not in a serious condition, but due to lack of medical insurance coverage right now (I just got laid off and he was on my insurance which effectively ended yesterday), he refused to go to the hospital when emergency services arrived.

He told me his lower abdomen area is hurting (6/10 pain) and I think he needs medical attention ASAP. I am currently out of country and am out of solutions. Where do we go from here? What can we do to minimize ER costs?

EDIT: He is not at fault, he was the passenger in an Uber car and got T-boned.

I just paid my COBRA premium for both of us - thank you for letting me know that coverage is retroactive. Appreciate the advice on getting a personal injury lawyer, we are now moving forward with one. Thank you so much!!
